Connection timed out banking websites

On odd occasions I am not able to connect to these websites. ( Connection times out).

Onlinesbi.com

I have power of and power on the router twice or thrice before these sites become accessible.
I can access these sites through my mobile and through VPN.
Any thoughts

Ok doesn't seem to be a problem with the Orbi ... multiple people using the same ISP are facing the problem..

What Firmware is currently loaded?
What is the Mfr and model# of the ISP modem the NG router is connected too?
Is the Orbi system operating in Router or AP mode?

Only this site or do others do the same thing?

Orbi acts as a router.

Firmware Ver 2.3.1.58

The cable from ISP connects directly to Orbi there is no modem on premises.

These are the only sites where I have noticed the problem.

IF you connect directy to the ISP services with your PC, does this still happen? 

Has a factory reset and setup from scratch been performed on the RBR yet?

Doesn't happen when I connect directly to the ISP.
Yes reset the router and updated firmware and reconfiged the RBR

Try the Orbi in AP mode and see. 

Does this happen with different browsers? Try IE11, Firefox or Opera...
