What Firmware is currently loaded?
What is the Mfr and model# of the ISP modem the NG router is connected too?
Is your speed test wired or wireless? Wired is preferred...
Been some that can get this speed and some that can't.

agree with @Retired_Member , don't use the app for speedtesting. Also follow what @FURRYe38 recommends and make sure to do it with a hardwired connection. Only other thing I can recommend is to directly connect to your modem and see if you have gigabit speeds at the modem.

Have you factory reset the RBR with a wired PC connected to the RBR only. Power OFF the modem for 30 seconds then back on. Then skip the setup wizard and get to the RBRs web page. Log out of the web page. Then run a speedtest with ooklas installable speed test app on the wired PC?
You can do a back up configuration to file of the RBR before factory resettting so you can load your configuration back on after trying this reset and speed test process.
Possible your unit maybe effect by the HW NAT accelleration not working on your unit.
