I have been running port scans using nmaps and other software. It that shows there are 9 open ports. If I use an online check to see if these ports are open they are reported as closed. Should ...

If 53 is not open, no device will be able to access the internet in any practical way. Port 80 is used to administer the Orbi.
Since these are all on the LAN side, I do not see these as an issue (although I will continue to look at them).

When I use the Gibson security (free) port scanner: https://www.grc.com/x/ne.dll?bh0bkyd2 and select "All Service Ports", my Orbi does not respond on port 53.
How are you getting at the "public" side of the Orbi?

Be sure that Port Scann and Protection is enabled on the RBR.
Be sure your testing when ALL other devices disconnected from the RBR when you test with Gibson. You don't want any false negatives appearing if your testing with other devices accessing ports for there usage needs.
