Interesting.  With my Orbi RBR50 and Spectrum E31T2V1, DOCSIS 3.1 (phone support), both Edge and Firefox pop up a login screen for something called Tridiuum One.

 

So, what can cause a web browser to "time out"?  Does this Orbi have Disney Circle or Bitdefender Armor activated?

Yes that is the correct website!

 

I do not have Circle enabled, 

I do have Armor on but even if i turn it off i get the same issue.

    Not being able to reproduce the error puts me in a position of guessing "what could be going on?"  Sometimes, people recommend "clearing browser cache" or trying other web browsers.
