You set the vlans in the router.

One other thing. I am not getting my IPTV from my ISP so do I not need to do what the article said?

    ....so very unlikely you resp. this A1xIPTV are using an IGMP Multicast based transport coming over a VLAN direct from your internet ISP. So the answer is yes, you don't have to take care about the article referred.

     

    To round this up, your computer or App installed on whatever IPTV-box does very likely use singlecast.
