Yes, the satellite might still bel "working", i.e. broadcasting WiFi and connecting devices.  However, the devices cannot accomplish anything. Without the backhaul link to the router, devices have no path to the Internet (or anything else).

This should be easy to test.  i.e. pull the power from the router and then go close to a satellite and see if a smartphone will connect.  Will be interesting to see what happens.
