My guess is that a Power Table for China means it now understands the Chinese equivalent of FCC guidelines on maximum power levels.
(or.....?)
If you are subscribed to Insight, I'd open a ticket and ask them directly. (I have no idea how many Orbi Pro customers are subscribed to Insight - it costs $$$(+)

I have a BR500 with VPN service in the Insight and did not know if I needed to buy the VPN to use on the Orbi Pro as well.
