Orbi RSR50 Satellite connectivity
I have a RSR50 router and two satellites. All of my devices are connected to one satellite and the 2nd satellite has no devices connected. How do I balance the satellites?

Do you have the SRR50 or the RBR50 system?
30 feet is recommended in between RBR and RBS to begin with depending upon building materials when wirelessly connected. https://kb.netgear.com/000036466/How-far-should-I-place-my-Orbi-satellite-from-my-Orbi-router
Devices pick and choose which signal source to connect too based on distance, signal, and noise. ALso if one RBS was turned on after the other RBS, then most of the devices will have already connected to the other RBS that was on already and won't connect to the 2nd RBS until they are moved or disconnected from the RBS.
