Has a factory reset on the RBR and the RBS been performed then walk thru the setup wizard?

I'm pretty sure I have tried factory reset both. I know for a fact I factory reset the RBS in question many times.
I will try to reset RBR, turnoff and remove the other 2 RBS after work today, and see if that fixs it. Thanks!

Ok, keep us posted. It should connect then.

Unfortunately that didn't work either :(
Here's what I did:
-Unplugged other RBS
-Removed them from the "Attached Devices" (although this doesn't really matter since I'll factory reset RBR next)
-Factory Reset RBR and RBS, waited until the orange light blinking
-Followed the Orbi App to "Set up a new system"
-Unplugged and replugged the modem, connected the lan cable between modem and RBR
-After everything booted, pressed the sync botton trying to sync the satellite to the RBR
-Both the App and Orbilogin page showed no satellite detected

Sounds like mayby the one RBS is not working right and is faulty. I recommend getting it replaced.
