What FW version is currently loaded on the Orbi system?
There are some known issues with switches with Green Ethernet features. I see the 1016D has Energy Effiecient features:https://us.dlink.com/en/products/dgs-1016d-16-port-gigabit-unmanaged-desktop-switch
To test this out, directly connect the RBS to the back of the RBR and see if the status changes to wired connection. If it does, then the switch maybe a factor.
Can the EE feature on the switch be disabled by chance?
Orbi RBS do worth with wired connections and with switchs, it's some of these switch features that can cause problems.

I have loaded the latest firmware. Yes I have read about the issues with some switches but am not interested in bypassing or fiddling with its “features” when it works fine with the Luma wifi I normally use (and according to others in these forums with other WiFi mesh systems).
Clearly an issue with orbi that Netgear needs to address instead of requiring work arounds that are unnecessary with its competitors products.

Appreciate the help and input, you were the only one to respond. Unfortunately I don't find it acceptable that NETGEAR would not have their product work in the same environment other products work. Who wants to turnaround and buy another hub or switch after shelling out the amount of money we do for this product.
it works for now, will let them know about the ridiculous start up procedure if power goes out or firmware is updated. Will not recommend to anyone else to buy these

Understand the frustrations. There are many different environments out there. For the most part I presume NG try to follow spec standards in networking and in wifi. They are mostly required to. Also chip set mfrs behind NG are also a factor as well. When it comes to IGMP and Green Ethernet features on switchs, there are so many different switches out there, maybe hard to have compatibility with all these various kinds of switches, or maybe the chipset or NG found that these were just sonething the Orbi could not work with during testng and development. We'll probably not find out the reasons.
We can only help users in finding working solutions to help them get there systems working well. Orbi works for the most part. However I agree, there are some idiosyncrities that seem to plague Orbi. We are here to help with some of those as best as we can.
If the system is working, then maybe the status can be over looked. I also use D-Link DGS switches and don't seem to have a problem when my RBS is wire connected. DGS-1100 and 105/108. Could be that the 1016D could be different in some ways.
