Orbi Speed Test inaccurate vs hard-wired PC speed test
I have att gigabit but am having stutter problems with online gaming (xbox one). After pinholing ports on both the orbi and my modem, I still have stutter issues. On the xbox one, NAT is set to Open initially, but after a few minutes of use it drops to moderate or strict. Suspecting it may be a QOS issue, I have been researching all the settings, including "hidden" QOS settings, for the Orbi.
Any time I try to modify the "hidden" QOS settings using http://routerlogin.net/QOS_main.htm, I receive an error 400 Bad Request when I try to apply changes, so I suspect the firmware version I'm on (v 2.3.5.30) has disabled any updates that allow selection of optimizing. Enable WMM is checked, Turn Internet Access QOS On is unchecked, Enable Upstream QOS (Optimized for Gaming) is unchecked, and there are no QOS rules set by default. Can't change any of these.
The next best thing I understand is to update speed test using the app, which I have done, and I also updated speed test logging in to the router. I have a PC that is connected via ethernet port into the orbi router (not a satellite). When I run speed test on the PC, I get download speed of 945Mb and upload speed of 950Mb. When I run speed test using either the app or logging in to the router, I get very close on upload speeds at 925Mb in the Orbi speed test, but my download speed shows only 510Mb. While this may not be the problem with game stutter (xbox one), it is concerning that the orbi reads my download speeds at 510Mb while the computer plugged in to the same router shows 945Mb.
Any clue why Orbi shows such a discrepancy? What can I do to get the download speed that is at least close to what I know I can get plugged in to the Orbi router?
Any other suggestions for eliminating game stutter?

Re: Orbi Speed Test inaccurate vs hard-wired PC speed test
What is the Mfr and model# of the ISP modem the NG router is connected too? Built in router here by chance?
If so, This would be a double NAT condition which isn't recommended. https://kb.netgear.com/30186/What-is-Double-NAT
Couple of options,
1. Configure the modem for transparent bridge mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly. Then use the Orbi router in router mode.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.
3. Or disable all wifi radios on the modem and connect the Orbi router to the modem, configure AP mode on the Orbi router. https://kb.netgear.com/31218/How-do-I-configure-my-Orbi-router-to-act-as-an-access-point and https://www.youtube.com/watch?v=H7LOcJ8GdDo&app=desktop
if you have 1G ISP service, it's recommended to not enable the speedtest with in the RBR. As well as dont' enable Traffic meter or Access Controls. These have in the past cause speeds to decrease when used by users on 1Gb ISP services. I recommend you factory reset the RBR and setup from scratch. This time, don't enable the speedtest with in the RBR. Just speed test thru the RBR using a wired PC and Ooklas installable speedtest app in Windows/Mac.
I'm seeing near 900Mbps with this configuration on my RBK50:
This is with a CM1100 modem and a RBK852 on the other WAN port of the CM1100. Something most users won't have this kind of configuration.
Is your xbox wired or wireless connected to the orbi? I have two xboxes and are wired.

Re: Orbi Speed Test inaccurate vs hard-wired PC speed test
The modem is att's version of Pace 5268ac. Several customization features have been eliminated to (according to att) support uverse tv. so there is no way to put this modem in passthrough bridge mode.
I have turned off all the radios on the Pace, and the Orbi is the only device plugged into the router other than my IP phone line. When checking connected devices on the Pace, the Orbi router is the only device. The Orbi router is on a static IP address (192.168.1.66) specified on both the Pace and the Orbi. I'm using 10.0.0.2 - 10.0.0.254 as the DCHP range on the Orbi. So all my devices are on 10.0.0.nnn network. I think this is #2 you indicated.
Access controls and Traffic meter are both disabled. I do not see any option for either enabling or disabling speed test, it appears that the speed test setup is merely a display of the latest speed test result. Are you saying that enabling speed test is only available in the initial setup from a factory reset? And you're also saying that I need to have speed test disabled (which is what I understand is used for QoS) to get something that approaches 1gb?
I've tried both wired and wireless for the xbox one.... and have read thousands of posts from people complaining that it does not play well with networks -- some even have the xbox one in the dmz and still get NAT downgrades at odd times from Open to Strict. I don't have any lagging issues with my PS4 or xbox 360, only the xbox one. I would assume, even with the Orbi speed test not being correct that ~500Mb would be just fine for gaming, but since the speed test is inaccurate who knows what is going on.

Some other user info regarding the modem you have:

Modem FW may have broke good speeds between the modem and Orbi in router mode:

Please use the IP PassThru feature on the modem for the RBR.

Once speedtest, traffic meter or access controls on the RBR has been engaged, others have reported this may interfer with speeds near 900Mbps. So to effect getting the most accurate test, a factory reset is needed and after getting thru the setup wizard, do not enable or select the built in speed app or the other two features. Go directly to your wired PC and use the speedtest app on the PC to test with the PC thru the RBR and the modem. I would also power cycle the ISP modem OFF for 30 seconds and back on while the RBR is coming back to ready from hitting the reset.

The main issue for xbox or PS consoles is that your in a double NAT condition. Your ISP modem has a built in router already and now you've intro'd another router on the line inbetween the modem and game consoles. Game consoles don't like this. If the modem can't be bridged fully, like the one you have, then the DMZ or IP Pass thru feature of this modem should help elliviate a portion of the NAT issue at the modem and the consoles should see OPEN NAT in this configruation. Also you can set NAT Filter to OPEN if you have more than one game console online at the same time. Well documented information regarding this is here:
https://badmodems.com/Forum/viewtopic.php?f=6&t=21&sid=277424097328c2e5b174a2decb448564
I have mine set for OPEN has I have two xbox consoles online at the same time which helps multi player online games that give NAT status to see OPEN NAT for this kind of configuration.
