Netgear has contracted (partnered?) with Disney Circle for parental controls.  There is a community forum devoted to Circle.  If you browse that forum, it will probably give you an idea of what Netgear customers think of the product and whether it is worth the cost. (not free)

There are two flavours of "parental controls", free parental controls and paid for Circle, which is a more powerful option.

I have seen no indication that Orbi supports parental controls. For Circle check this:
