Seems like this one RBS is just not working and is faulty. You shouldn't be seeing this behavior on the RBR.

Both have the same IP address
There is no Connected Satellite.
This must be a step during the pairing because the web app very optimistically says that the satellite has paired!
After a while, both these DEV-00:00:00 devices disappear from the list of Connected Devices. No RBS50 is connected.
I have tried to factory reset the RBS50 but to no avail. Same outcome.
Should I give up on this RBS50?

To be quite honest, I could have bought a new RBS50 for the time I have spent on debugging this issue. No more. It will get junked. Cannot get it replaced by Netgear because I bought it used.
