I have recently bought a set of Orbi RBK50 package with one router and one satellite, and changed the ip of router to 192.168.18.1 and disabled its DHCP function. How can I set a static ip for the satellite with the same subnet 192.168.18.x?

Orbi satellites get the IP address using DHCP. If the Orbi is not providing DHCP, then whatever device is providing DHCP needs to have their MAC addresses in the table with IP assignments. If the network has no DHCP server (which seems unusual), Orbi satellites won't work.
