V2.3.1.60 streaming
Just updated to V2.3.1.60 and now PLEX video streaming is total trash. Has anyone else had this issue with the latest firmware? I changed nothing in the router just updated to this firmware and now plex buffers nonstop

I can't speak to Plex, but I have watched streaming video using AFTV with .60 and it works fine. The box is Ethernet hardwired to an RBS50. To me this means the firmware itself isn't the issue. Perhaps something got corrupted during the firmware update. Before doing anything more drastic, have you tried cold starting your Orbi system to see if the problem clears up or is reproducible?

"Pulling the plug" is one way. There is a "Reboot" option on the Advanced Tab, Advanced Home Page, under Router Information.

did that, everything else seems to stream fine so it may just be the plex server that is hosted externally.
