Concrete and steel and wifi are not good combinations. A base router, with wireless Access Points, Ethernet connected back to your Base router is the best solution.

No wifi router will work both concrete and steel construction both the concrete and steel will greatly reduce if not stop a wifi signal. That way wired system works better but I seen places that even has a hard time aound 50kw transmitters use by a company to seal steel cable and foam in a sheet of plastic all formed a roll in a few seconds.
