Windows 11 VPN and Norton VPN

I got curious about the built-in VPN in Windows so I tried to configure it but it asks me for my VPN server address or IP. I am not even sure what the point is for the Windows VPN if you already have an external VPN. 

Anyone?

The point is that some Windows users have been instructed to use VPN to reach a particular  company resource and have chosen to use the Windows VPN client rather than some other VPN client. 

 

When someone has installed a different VPN client, there is no point in attempting to set up the Windows software.

So this now brings me to the Netgear Orbi VPN. I am starting to get the picture as far as the differences in VPNs'. Windows VPN and the Netgear VPN are for your network side and do nothing for external connections via secure tunnels other than allow you to connect to your network remotely (For the devices you have the VPN client installed/enabled on). The commercial VPVs' such as NordVPN provide a secure connection to the internet from whichever device you are using by connecting to VPN servers. So although they are all VPNs' they provide a different service, is that correct?
