Double NAT issues on Xbox One

Double NAT issues on Xbox One
Hardware:
ATT Modem Router Combo: BGW210-700
- device is set for IP pass through (dynamic) per several published videos about how to do this. also all the other settings were applied as the videos instructed.
-I have changed the IP address to 198.168.18.1
Orbi Router AX 6000
- Orbi Router AX6000 has an IP address of 192.168.20.1
- I have assigned a fixed IP address to the Xbox on the Orbi router.
Nothing I am doing will open up the NAT, please help

What Firmware version is currently loaded?
Is the192.168.20.1 in the modems IP Pass thru?
Try configuring the Orbi RBR for AP mode.
