This happens on different browsers? 

If you can try this at somepoint, you might by pass the Orbi RBR and directly connect 1 wired PC to the ISP modem and see if this still happens. 

The TM1602 is fairly old. You might ask your ISP about an upgrade or if you can get your own modem, try something different.

It does happen on different browsers (chrome and edge) and on different computers.  Good suggestion to change out modem, I will contact Spectrum about this tomorrow.  Thanks for the suggestion....
