I have an IOT light that needs to connect via 2.4 ghz to the configuring device (tablet or phone). How do I disable 5 ghz so only 2.4 works on devices temporarily.

Re: RBR850 turn off 5 ghz so 2.4 connects
You can't disable the wifi radios on Orbi. So you might want to also change the power output of the 5Ghz radio to 25%. Turn OFF the RBS, Then connect your mobile device at a distance from the RBR to ensure the mobile phone keeps connected to the 2.4Ghz radio. After you get the IoT device connected, re-configure the system back to where it was.
Netgear has set up a community forum specifically for the Orbi AX products. Most of the people who watch that forum are more likely to have experience with Orbi AX (WiFi6 RBK 3,7,8 and 9 Series) products. Might be more likely to find someone who has a solution if the question is posted there:

Backup configuration to file:
Glad you got it working. Be sure to save off a back up configuration to file for safe keeping. Saves time if a reset is needed.
