QoS/WMM slows other devices to crawl

It's confusing as QOS and WMM are separate options. WMM is on by default, and should be left on for the best speeds. It seems you want QoS because you want some active prioritization of traffic control so that the video streaming doesn't suck away all your bandwidth. Try going to http://orbilogin.net/QOS_main.htm and turning on QoS. I suggest you also turn WMM back on and just try adjusting QoS and its rules to improve your fairness.
