So I have noticed that there are no release notes for the rbr 20 or rbk23 for 2.3.1.60? Are they ever going to come out or is 2.3.1.60 not avaible for rbk23?
Current most available version for the 23 is v58.

Unless you see v60 with in the RBRs web page. There would be release notes posted along with the available update in the UI.
