Define a port as admin-only, no forwarding?
Is it possible to define a port on the GS716Tv3 as administration access only? No forwarding from other ports?
If so, how would I do this?

You can't make an OOB network port just by a software reconfiguration from a general use port intended for data plane, control plane, and management plane. It's typically a network port (along with serial console and the likes) connecting direct to the management processor reachable even if the complete switch core would be down.
For an in-band port, you could create a management VLAN, configure the switch core to this VLAN, and just have this specific VLAN untagged and with the same PVID on this port.
