"cannot" isn't really a useful information at all.
Does your GS308E have an IP address (assigned by dhcp or by a static config). in the same IP subnet like your network LAN IP subnet?
Start your troubleshooting with the NETGEAR Switch Discovery Tool (NSDT) or check our router DHCP / Attached Devices table first.
Should the NSDT show the switch on the default IP address 192.168.0.239, ensure it's connected to your router LAN, and toggle the switch power (disconnect and reconnect the power).
