Confirm this is the GS108Tv2 as per the tag.
Does the device operate on current firmware (v5.4.2.53 as of writing)?
Have you tried a factory reset and a reconfiguration?
It it powered by PoE or an external power supply?
This can be a power supply issue, or a hardware problem. If you are the original owner, the device does come with a limited lifetime warranty. Head to https://www.netgear.com/support/contact.aspx Contact Netgear Support -> Replace my defective product
