No sense/weird/useless was our verdict too.
But... (only because I'm on holiday, on normal day I go on without posting stuff :))
PVID:1 Member:1 Tag:2
This is a werid configuration too and OS return an error on saving it. Why it doesn't act the same on all weird/nonsense/incongruent configs?
Why Member+Tag are "bounded" and PVID+Member are not?

There is a lot of legacy and history (~ 25 years or more) involved in this Web UI.
The overview (this is what it is) you showed as an example is very confusing, and to some extent useless for config purposes. Much better suited is this VLAN -> Advanced -> VLAN Membership ... select the VLAN ID from the pull-down:
Netger has done the spread between the "classic" chip-based switch config (which is extremely powerful, ways beyond of the documented usage) and has introduced the terms Access and Trunk ports on the Manged Switches M4300/4250/4250/... Web UI and CLI.
