bad ping response time to switches connected via uplink

Hi all,
we've a concept like the image shown below. Unfortunately I've bad ping response time to the Netgear switches from clients, connected to HP switches.
Any idea whats happening?

I would setup a client hanging off the different switches and ping test to it.
I think that would be more accurate then pinging the switch directly, witch goes to the management CPU of the switch and isn't necessarily the best judge of performance.
