PLP1200 speed at 50Mbps with AT&T 500Mbps service

PLP1200 speed at 50Mbps with AT&T 500Mbps service
I have 2 PLP1200s connected on the same electrical circuit and only achieve speeds at 50Mbps with AT&T 500Mbps service.
When I connect to the ethernet cable that usually is connected to the 1st PLP1200 (removing them from the scenario) I get 500Mbps speeds.
The PLP1200 should be much faster than 50Mbps....what is wrong?

Powerline is very sensitive to the quality of the mains circuit and what else is on it.
Plugs don't like having to jump across fuse boxes and circuit breakers, for example.
