Pick A Plug on Powerline 1200 is green, then red when connected
Connected Powerline 1200 to the router and wall power, lights solid green. Connected satellite 1200 to wall and both lights green (power and pick a plug). Upon connecting satellite to workstation pick a plug light went red and now blinks red & green. Checked network speed and download is terrible (10 Mbps), up is my normal 20 Mbps. Tried resetting both units, generating new encryption key, alternate wall sockets including wall socket in the same room (on same ckt) and I have the same problem everywhere. Starting to think maybe there's something faulty w the hardware.

Your research has been pretty thorough so I'd go down that route.
If these are new plugs, take them back for replacements.
