Powerline PL1000 slow speed unless rebooted?

Powerline 1000 provides download speed of 21mbs usually, but frequently the speed decreases to 2mbs. I have to reboot the device to restore the higher rate. There is no disturbace to the home power supply during this issue.
Is this a "sleep" issue? Can it be resolved?

Don't you have another Netgear plug on the network? (They come in pairs.)
Try getting in there with the TPLink plugs disconnected.
The fact that you can't control the PL1000 means that you can't get in to check its status.

I have downloaded the ZyXel utility but I am having limited success. My router feeds into the powerline through the PL1000. All feeds from the powerline and other wireless connections are made through TP Link units. The ZyXel utility can see all the TP Link units and gives me access to them, but returns NULL for the PL1000 and will not allow me to make configuration changes.
Any ideas please?

I changed the network connectors so that one PL1000 put the signal from the router into the powerline and the other PL1000 fed the signal to my pc. Doing this i was able to reset the PL1000's sleep mode off.
So far since I have had no slow speed issues.
I'll mark Michael's suggestion as a solution.

That's how it is supposed to be. I guess your "daisy chain" confused the poor things.
Have you put it back to your original set up?
