Is it my imagination, or are some of the fixes listed for 6.9 beta also incoporated into 6.8.1?

6.9.0 was already under development at the same time as 6.8.1 was. So yes, all the fixes in 6.8.1 are also incorporated into 6.9.0, but not all the fixes in 6.9.0 are in 6.8.1.

Re: 6.9.0 v 6.8.1
It's called cherry-picking. If we have code that can be shared between different versions, we'll implement them in both. If it requires additional changes, we won't port over all the fixes.

From the notes though it’s not clear what the BIG news is for 6.9... 6.8 didn’t live very long.

I think many people will find at least one of the 5 features listed for 6.9 to be "BIG". Though I think many are more significant for business users than home users.

Re: 6.9.0 v 6.8.1
The SSD tiering alone would be enouhg for the major version jump. When we introduce significant new features like that they need to be in a major firmware jump, not a minor one.
Sometimes we will add more new features than in other major firmware releases.
