How can I change DNS settings

I have a Netgear Router Model C3700 and I would like to know how to change the DNS settings. I crrently have a DNS service on line and as such i am unable to use the web browser with an IP address to gain access to the router. Additionally, When I open NetGear Genie under the INTERNET SETTING I am unable to view the DNS settings. So I need some assitance to gain access to the these settings. Hopefully, someone can assist me with this chore. Thanks, JM

As usual, you might get better advice if you described the actual
problem which you are trying to solve, rather than asking how to
implement some particular "solution" ("change the DNS settings") which
may have little or nothing to do with your actual problem.

I don't know what that means to you.

"unable" is not a useful problem description. It does not say what
you did. It does not say what happened when you did it. As usual,
showing actual actions (commands) with their actual results (error
messages, LED indicators, ...) can be more helpful than vague
descriptions or interpretations.
DNS translates a name (like "google.com" or "routerlogin.net") to an
IP address. If you _start_ "with an IP address", then it's not clear to
me why you'd need DNS. Or, hence, why any change in your DNS
configuration would matter.

"unable" again. Which "NetGear Genie"? Ever helpful, Netgear uses
the name "Genie" for more than one thing. Netgear routers have a
web-browser interface called "Genie", and Netgear offers application
programs for various computers/tablets/phones, which are also called
"Genie".
Often useful: Visit http://netgear.com/support , put in your model
number, and look for Documentation. Get the User Manual. Read.
