The term "wisp operation mode" isn't something that crops up here much:
Search - NETGEAR Communities – wisp
What is a WISP Mode on a Wireless Router • Wi-Fi Settings
From your description it sounds like you want to use the wnr614 in repeater or "bridge" mode.
Manuals are always a good place to start.
Visit the support pages:
Support | NETGEAR
Feed in your model number and check the documentation for your hardware.
For clues, check the section in the manual Wireless Distribution System
Not all routers support this sort of operation.
The wnr614 is an aged (~2014), downmarket router with dated wireless technology. Don't expect much.
Just another user with a set of boilerplate macros.
My network DM200 -> R7800 -> GS316 -> PL1000 -> Orbi RBR40 -> Orbi RBS50Y -> RBS40V
