Port Forwarding Not Working

So I am trying to port forward on port 25565 to open a minecraft server for myself and friends only to discover that it is not working. With the server up and running properly, no one can connect from my public IP. I have tried configuring it every way I know how and making sure UPnP is on. Nothing has worked. Strangely I have had it work before, but I moved since I last did so. As a matter of fact, the port forward was already enabled before I tried resetting and doing it again. What's even weirder is that I only moved about a block down from where I used to live.

 

For some context, I am a college student that lives off campus in a apartment style housing. Each room has our own ethernet port that we can connect to a router, which I have done. It gives me my own little network. My fear is that the provider has Carrier Grade NAT (CGNAT) enabled which means that the router has the port open but the provider themselves is blocking it. Anyone have any tips as to if this is me or my provider (suddenlink)?

What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?

 

If there is a up stream router in front of your R series router, This would be a double NAT condition which isn't recommended. https://kb.netgear.com/30186/What-is-Double-NAT

Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the NG router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the NG router gets from the modem.
3. Or disable all wifi radios on the modem and connect the NG router to the modem, LAN to LAN configure AP mode on the NG router.
