Visit http://netgear.com/support , put in your model number, and look
for Documentation. Get the User Manual (at least). Read. Look for the
LED descriptions and "Troubleshoot".

Into what, exactly, are they plugged? As the User Manual says:
[...] Plug one PowerLINE device into a wall outlet [...]
[...] Make sure that power is supplied to the electrical outlet
and that the PowerLINE device is not plugged into an extension
cord, power strip, or surge protector.
Hardware can fail, and interference can occur, too.
