WNDR3400v2 upload being slow/low

I'm currently using Charter for the isp, and my internet speed is supposed to be 60/5.

In every speed test done for all but the websites like Testmy.net, it is roughly correct.

For websites like Testmy.net and when using a program called Twitch Test, it shows my upload being held back. I'm getting 2MB for upload, instead of 5 like what speedtest.net shows.

This happened rather recently, and I do not know what caused the issue.

I contact the ISP, and they said it had to be the router I'm using, but I figured it would be easier (and cheaper) to try this method instead of calling.

 

Can anyone help with why my upload would be that low?

It happened recently.

And before I give anything more, I got tired of trying to solve it myself, so I had Charter come over. Apparantly it is a packet issue on their end, even though the call center blamed the router. I don't know when it'll be fixed, but yay!

Has it been that way since you had the router or you did upgrade your service?

What's the brand and model of your modem?

Do you have the latest firmware installed on your router? 

What's the speed when you directly connect to the modem?

Are there any devices in the background that's using the Internet?
