False Advertising/False Information regarding FS728TP Smart Switch

That or the guy I called is lying to me.
I purchased this SW with under the pretense based on the manual that it would offer QOS Bandwidth limiting.
The manual here clearly states that it can

However, upon accessing the SW site, I see no such options. Lots of options are missing in fact.
So I update the firmware, options still missing. So I call support and he tells me that the switch can't do those things, but I can make a request. WTF!?
So I ask him which SW can do those things, he says none! What is going on? One way or another Netgear is lying to me and wasting my time.

Welcome to the community!
As I checked the image that you attached, you were only at the Smart Control center on which this application shows all the connected smart switches to your network. You can also change the IP and other parameters on this application but not all of it. You need to login to the admin page of the switch for you to configure the QOS/Bandwidth limiting for this switch. To login, Select the switch then click Web Browser Access.
Please check the reference manual on page 2-1.

If you look at all the images you should be able to understand what I am saying.
