Just purchased a GS108Ev3 & have installed it but I cannot get it to respond no matter what I try.
The power light is illuminated & solid but the switch is not detected on my network.
I have tried using the Netgear switch discovery tool but nothing is detected.
I have also tried connecting directly to the switch with an Ethernet cable, setting my PC with a static IP of 192.168.0.210 & then with a web browser trying to access the switch using the IP 192.168.0.239 but still no reponse.
I have tried a full power cycle/factory reset using the 30 - 30 - 30 method of holding down the factory reset button but it makes no difference.
So I am starting to think that this GS108Ev3 is DoA?

Depending on your market, get a replacement from your reseller or distributor (standard outside of NA, typically easier and faster), or head to https://my.netgear.com/, register the switch if not done it already, click on the entry, and follow the [Request a Hardware Replacement] process.
