a6210 cannot create hotspot Please help

Im trying to create a mobile hotspot with my computer so that my phone can have wifi as well and everytime i click "mobile hotspot" under the wifi settings it says it cannot create one. Is there anyway i can fix this? Please help

What is this computer?

Windows?
