Switch providing 10 watts to WAX630

I have a MS510TXUP switch connected via POE to a WAX630 AP.  Everything works find but i see in the WAX630 documentation that the AP needs 30 watts to run at full coverage.  The switch is not limiting power on the port but is only providing 10 watts to the AP.  Should the AP draw all 30 watts natively?

    Is the AP not functioning properly? 

    They might pull 30 watts under load but if there's not much load or they're idle, they'll pull less power.
