RN3138 Red health LED, No boot menu

RN3138 Red health LED, No boot menu
After a power interruption our RN3138 is now not booting - after a few seconds the Health LED comes on solid red
If the network is connected that LED is blinking but the admin page is not accessible at its usual IP and no device visible using RAIDar
I tried to enter the boot menu by holding reset in and pressing power but it just acts exactly like when powering on without the reset button held - am I doing something wrong here?
When I take the disks out the health LED stays off and it just stays on with the power light solid.
I am happy to reset the device (data is safe) but can't access the boot options to try an os reinstall or reset

What status is RAIDar giving you? Try it both with disks and without disks. https://kb.netgear.com/20684/ReadyNAS-Downloads

Unfortunately that suggests that something in the chassis failed. I suggest checking the warranty status (5 years if you are the original purchaser), and trying paid support (my.netgear.com).
BTW, the procedure for the boot menu is on pages 39-40 here: http://www.downloads.netgear.com/files/GDC/RN2120/ReadyNAS_OS6_Rackmount_HWM_EN.pdf
It sounds like you are using the correct procedure.
