FVS318G outbound filter doesn't work.

FVS318G outbound filter doesn't work.
On my family network I try to set some outbound filter for my son PC.
I gave an IP @ to this PC and put this address in a group on the firewall (group2).
I tried to set a filter to stop Internet access for this group using the three schedules but it didn't worked.
I tried something tougher and set a rule :
ANY Block Always Group2 ANY Normal-Service
but it doesn't work either and my son is still playing under my desperate nose !!

I can't understand what I did wrong and some help would contribute to a better family life.

Rules are processed from the TOP down. Check your order.

Ok, this rule is the last one.
But i don't understand, does that mean that if a rule doesn't match FW doesn't execute the following one ?
Even if my rule is the last one the firewall should stop traffic from this adress to the wan ?!?

make sure time does NOT go over 24hrs (army time)
