Can't connect ex6400v3

The NETGEAR_EXT won't show up on my wifi list. I've been trying for hours. I can't setup my extended without connecting to that network.

The EX6400v3 is a mesh extender. meaning its default configuration sets it up using mesh. 

Mesh means it uses the same ssid as the router and lets devices roam between it and the router as needed. 

Is that how you set it up? (WPS sets it up this way).

Yes. In the setup app I get to the step "allow suggested wifi networks". I click "allow" but NETGEAR_EXT never appears on the list. I've waited for hours, and I've restarted and attempted setup more than 20 times. Until I select NETGEAR_EXT from the wifi networks list, it will not complete the setup for the extender or mesh the wifi signal.
