Can’t log in to extender NetgearAC1200.

Can’t log in to extender NetgearAC1200.
I can join network on my phone but instructions say open a browser but on Chrome and Bing I get a “web page is not available” message. This doesn’t seem surprising since I’m not connected to internet, was I supposed to reconnect to wifi before typing in the website in the instructions . I can’t get to the Netgear installation assistant ! I have called for help to Netgear twice , both times I was told I needed to pay $99 more to secure the network with a firewall before the extender would work. It seemed like a scam. How do I get this thing to work?

You did a great job not paying 99%..That sounds suspicious. Can you try to connect your phone to Netgear extender's Wi-Fi network? It's something like "NETGEAR_EXT". Open a browser and type in the default IP address for the extender setup,it's like 192.168.1.250 . And then follow the on-screen instructions to configure your extender https://www.tp-link.com/ph/home-networking/all-network-expansion/.
