EX7000 won't connect to non-admin accounts in Windows 7

EX7000 won't connect to non-admin accounts in Windows 7
My cousin added an EX7000 to his U-verse 2Wire router. It works great for his account (admin), but his wife's account on the same computer (non-admin) will not connect to the EX7000. It connects just fine to the 2Wire router. I have checked UAC and DNS settings and there is nothing obvious why the extender is refusing connection on that user account. Both connections are WiFi.
Any ideas on this strange behavior?

Here is some extra data that just adds to the confusion. After connecting to 2Wire he switched back to the EX7000 and it worked for a few minutes and then the connection dropped again. We know the EX7000 is working because he has a connection when he is using the admin account and also with his iPad and iPhone. It is only an issue with the non-admin account on the Windows 7 laptop.
