Thats usually not a good sign.
Be specific. You said they're all flashing. which ones are flashing which color.
When you tried reset, did you push and hold reset for 7-15 seconds? Potentially up to 30 seconds?
Potentially you could try a tftp recovery procedure but it sounds like a hardware failure.

How long have you had it? Is it still within warranty?

What modem? You listed the ex7000 which is a range extender.
what router are you using?
maybe some better details of what devices you're using and exactly whats going on, can help.

I need you to help me so i can help you. Short abbreviated answers don't all. Its like telling a mechanic "my car doesn't run" and thats it.
What are all the lights doing. Be specific to each light. color/blinking/etc.
What happened when you did try to reboot?
Did anything happen to it? power surge, storms, etc.
Are you able to access it via the gui?
have you tried recoving it via tftp?
And why did you say it was the modem?
The more details you give, the more we can help. I can't help off minimal info.

The ex7000 has an ethernet port. Try hardwiring into it for accessing the gui and trying tftp.

are you able to ping the extender?
Did you try tftp with the ethernet route? If you're using a laptop, disable the wireless on it so it doesn't remain connected to your working network.

You might have a hardware failure.
If all the lights are flashing, you can't reset it, you can't ping it, then it might be toast.

I have a netgear ex7000 and I can't remember the password to sign into the wifi on cmputer or phone,, how do you reset

ex7000 has an ethernet port on it. you can connect via that route and then log into the device and see what the ssid/password is.
Or you can push and hold reset while powered on for 7-15 seconds. the lights should change. this'll get you back to factory
