Powerline range extenders and electrical circuits
I've read and I'm assuming that powerline rang extenders can only be used on the same electrical circuit in a building. Is that right? Thanks.

If both circuits have wall sockets close-by, you could plug one PLC adapter in the socket corresponding to the first circuit and the second one in the socket belonging to the second circuit then connect both PLC adapters with a simple Ethernet cable to bridge both network. That way you avoid calling an electrician for the installation of a "phase coupler".
