Is there a possibility to create a mesh network between these routers?

Neither one is a mesh router.
And the R7000 has extender mode but not mesh extender mode.
You can set them with the same ssid as each other (one in AP mode) but they'll be sticky. meaning they won't roam like a mesh router/extender does.
