More info needed.
1. What router is the EX7700 connected to? firmware on it?
2. Firmware on the EX7700?
3. How do you have the ex7700 setup? extender mode, access point mode, etc
4. how do you know they're not roaming?
5. What devices are you using?

Router is the ISP provided modem/router. ISP equipment downstairs and extender is upstairs. When moving with mobile device samsung s8 the wifi is not auto switching to the extender.
Router config has 2.4g and 5g on same ssid and password.

Are you using your 2.4ghz network for the backhaul? That's what it looked like in your photos. its much slower throughput that 5ghz? Plus the ex7700 has the 2nd 5ghz just for backhaul.
Is your ATT router compatible with the fast roam spec?

You cheat.
when you setup your EX7700, you set it up on a router that doesn't have the one ssid function from the looks of it. so you just named the ssid's the same.
Did you set it up via the smart wizard or via wps?
Try doing it via the smart wizard and it should give you the option to setup the 5ghz backhaul. If it doesn't, then try seperating out your ssids on your primary router.

It also depends on your router and your device you're using. The extender can't "force" the router to disconnect.
The mesh setup works well with newer routers and devices but its still a hybrid setup. A trush mesh network (like Orbi) tends to have better switching because the whole system is designed for it.
