WN3000RP-poor handoff from router to repeater

my reception drops towards zero on my portable device to my wireless router, but the portable device does not automatically connect to the repeater. the portable device connects when i manually force it to, but not on its own. anyone dealt with this issue?

do i need to modify the aggressiveness for each device or once for the network? it seems like the modifications need to be set for each device, from an article i found, but i wanted to make sure.
